Government Departments are notorious for hounding people while startlingly incompetent.

The main problem is that there is a culture of pass the potato and you end up with threatening and incoherent letters.

The best way to deal with this is to write recorded delivery outlining your position and remind them of the Malicious Communication Act 1988 and ask for their complaints procedure.

By a combination of complaining that HMRC were harassing someone and not following their own complaints procedure- I managed to stop HMRC pursuing a family for over £2000 child tax credit that was HMRC error and not the families.
